What it is
TempWorks Software sells a front- and back-office system for US staffing agencies: applicant tracking, client CRM, onboarding, time capture, payroll, tax filing, W-2s, ACA administration, and client billing. It is based in Bloomington, Minnesota, and has been owned by its management team, led by CEO David Dourgarian, since a 2014 buyout. We found no sale, merger, or private-equity deal since then.
It runs two core products side by side. Enterprise Infinity is the older, deeper system that most payroll and billing work still runs in. Beyond is the newer browser-based ATS and CRM that recruiters use. TempWorks’ own support lifecycle table lists both in mainstream support with no end-of-life date. Its roadmap describes moving Enterprise features into Beyond, and reviewers say they are preparing for Enterprise to be retired. Around them sit HRCenter for onboarding, WebCenter 6 for worker and client portals, an on-site time-clock app with facial recognition, geofencing, QR, and PIN check-in, and a new TempWorks Mobile App released on 24 July 2026.
Compliance updates arrive through the release notes. The 10 July 2026 release added overtime-wage reporting tools for the One Big Beautiful Bill Act, which lets workers deduct qualified overtime pay and so needs that pay reported separately. The company’s annual customer conference, The Works, ran 9-11 June 2026 in Bloomington.
This page answers one question: TempWorks, Avionté, or Bullhorn for a temp agency that runs its own payroll?
Why agencies pick it
- Payroll funding comes from a sister company. Lone Oak Payroll, a sister company of TempWorks, factors invoices created inside the TempWorks database. TempWorks says Lone Oak advances up to 97% of the invoice value to cover payroll, taxes, and its fee. For a young agency carrying 30-60 days of client receivables against a weekly payroll, this is the reason TempWorks makes the shortlist. Lone Oak also funds firms on other software, so you can use it without TempWorks.
- Payroll is in-house. Timecards, pay and bill rates, tax filing, and W-2 printing run in one system. TempWorks reports printing and mailing 456,463 W-2s in a single season, on an undated page, so treat that as scale context rather than a current figure.
- AI comes mostly through partners. TempWorks markets its own assistant, SystemIQ, but publishes little about what it does. The AI results it shows come from partners. In its April 2026 Staffworks case study, Whippy’s agents screened applicants by text and voice and wrote results back to the TempWorks ATS. The two vendors say this raised recruiter placements from 2.72 to 4.67 per week and saved $1.1M a year in recruiter, receptionist, and sales roles the firm did not refill. Sense, Tenzo, and ConverzAI also list TempWorks as an ATS they write back to.
Pricing reality
TempWorks publishes no price list. Capterra and GetApp show a “starting from $125 per month” figure without saying which modules or how many users it covers. One deals site lists a $49 per user per month “Core” plan that we could not confirm with the vendor. Expect a quote built from users, modules (ATS, payroll and billing, onboarding, time clocks, mobile), branches, and implementation. Payroll funding is priced separately as a factoring fee on each advanced invoice.
For comparison, Bullhorn publishes $99 and $165 per user per month for its lower tiers, but quotes its back office separately. Avionté is quote-only, with directory estimates starting around $750 per month. Compare all three on a three-year total that includes software, payroll processing, and the cost of money: the factoring fee against a bank line of credit.
Best for
Owners and controllers at US temp agencies with roughly 5-100 internal staff placing light-industrial, clerical, or warehouse workers on weekly payroll, especially agencies that need payroll funding to make payroll before clients pay. Concretely: a two-branch industrial agency with 400 weekly timecards, 45-day client terms, and no bank line large enough to cover that gap.
Not for you if you run perm or executive search with no payroll, where Loxo or Recruit CRM fit better. It also fits poorly if you place IT contractors at volume through client VMS portals; JobDiva or Ceipal are built for that work.
Versus the alternatives
Bullhorn has the largest installed base in staffing, a 350+ partner marketplace, and the deepest native AI in the segment. Pick Bullhorn when integration breadth and AI matter more than having payroll in the same system, or when you place across several countries.
Avionté is the closest like-for-like rival: also Minnesota-based, also all-in-one with payroll. Its back office can also be bought on its own against another ATS. It shipped a native AI Matching Agent in August 2026, while TempWorks relies on partners for AI. Pick Avionté if you want the vendor to own the AI layer. Pick TempWorks if you need payroll funding from the same place, or prefer an independent, founder-led vendor to a private-equity-backed one.
Loxo is the fastest-growing platform in the segment, but it has no back office. Choose it only for perm placement where sourcing is the bottleneck.
Watch-outs
- Two products, one migration ahead. Payroll may stay in Enterprise while recruiters move to Beyond, and reviewers say some Enterprise functions are not yet in Beyond. Guard: before signing, get a written list of which screens your recruiters, payroll staff, and billing staff will use in each product. Add a contract clause that the Enterprise-to-Beyond migration is included at no extra fee.
- The AI results belong to a partner. The Staffworks savings are self-reported by two vendors with a commercial interest, and they came from Whippy’s agents, not from TempWorks. Guard: price the partner agent as a separate line item. Ask both vendors for their AI subprocessors and data-retention terms. Run an adverse-impact check before automated screening decides who gets called, since NYC Local Law 144 and Colorado’s AI Act (SB 24-205) apply to automated hiring tools.
- Reviewers report support fees and reports that break. Capterra and G2 put TempWorks around 4.0-4.1 out of 5. One reviewer said they paid $50 support fees for basic questions and for a state overtime-law update. Others said reports changed after updates and could not be customized. Guard: write into the contract which support tickets are included, and state that compliance changes such as the OBBBA overtime reporting are included at no charge. Test your five most-used payroll and margin reports in a sandbox before going live.
- Funding and software from related companies. Factoring through Lone Oak is convenient, but it ties your cash flow to your software vendor’s family. Guard: get a quote from at least one independent staffing factor or bank line. Make sure the software contract does not require Lone Oak funding, and agree the invoice-data export format you would use to switch.
