What it is

PageUp is a standalone talent acquisition suite: applicant tracking, recruitment marketing and CRM (the former Clinch product), onboarding, SMS messaging (Text Engage), analytics, and optional learning, performance, and succession modules. It was founded in Australia in 1997. EQT bought it from Battery Ventures in October 2024, and in May 2025 it folded its eArcu (UK) and Clinch brands into the single PageUp name. Its customer base is concentrated in places where hiring is committee-driven and audited: universities, hospitals, public bodies, and large employers in Australia, the UK, and North America. Customers shown on its site include the University of Wisconsin-Madison, the University of Delaware, TCU, Virginia Tech, BP, Nokia, Flight Centre, and Kier Group.

It sits in the same category as iCIMS and Avature: an enterprise ATS bought separately from the HR system of record, rather than a recruiting module bundled into it.

The AI layer is Paige, an agentic assistant that went generally available on 30 June 2026. Recruiters and hiring managers ask it questions in plain language. It reviews pipelines, summarizes applicant data and assessment results, works with PageUp’s Skills Matching, and links each answer to its source records. PageUp says early pilots cut time-to-shortlist by up to 75%; that is a vendor claim, not an independent result. A separate Candidate Agent answers career-site visitors and routes strong applicants to recruiters. Warden AI runs monthly bias audits on PageUp’s AI, and PageUp announced its certification on 15 June 2026.

This page answers one question: we’re replacing Taleo at a university or public body. Is PageUp the alternative to Workday Recruiting or Oracle?

Why it shows up in higher-ed and public-sector stacks

  • It is what Taleo customers are choosing. The University of Colorado system ran a 2025 RFP, picked PageUp in early 2026, and signed in May 2026. CU says Taleo’s vendor has stopped developing the product. Go-live for the Anschutz, Denver, and Colorado Springs campuses is planned for summer 2027. Oklahoma State moved its recruiting, learning, and performance off Cornerstone onto PageUp.
  • Committee hiring and approvals are the core workflow. Position approvals, search committees, multi-step offer sign-off, and EEO reporting are where university and government hiring stalls. That is PageUp’s home ground, not an add-on.
  • Partner screening plugs in as a stage. Certn announced an embedded background-check integration on 27 April 2026, Sapia.ai extended its chat-interview integration on 26 August 2026, and PageUp lists more than 150 integrations in its marketplace.

Pricing reality

PageUp publishes no prices and has no Vendr benchmark. Public board records are the best evidence available:

  • Tarrant County College District (Texas), June 2023: a five-year applicant-tracking agreement capped at $600,000, “including annual licensing of $66,800 plus 5% escalator.”
  • University of Connecticut, April 2026: a recruiting and onboarding contract for all campuses, extended to May 2031 with its total value unchanged at $2.2 million over the 2018–2031 term. That averages roughly $170,000 a year (our estimate; a cap is not actual spend).

Read that as a band of about $65,000–170,000 a year for a single institution, depending on modules and headcount. Note the 5% annual escalator. The TCC figure is the license fee; implementation and data migration are quoted separately. Paige is embedded in the Talent Acquisition Suite, and PageUp markets it as removing the need to pay for extra agents. Get in writing whether your tier includes it.

Best for

HR and talent acquisition directors at universities, health systems, and public bodies of roughly 2,000–30,000 employees that hire through committees and approval chains, and are leaving Taleo or a homegrown system, but keep a separate HR system of record such as Oracle PeopleSoft, Ellucian Banner, or an older HCM. Concretely: a state university system replacing Taleo across three campuses while its payroll stays on PeopleSoft.

Not for you if you already run Workday HCM, or are moving to it. Workday Recruiting puts the requisition, position, and worker on one record, and a separate ATS adds an integration to maintain for no structural gain. PageUp is also oversized for a 200-person company hiring 30 people a year.

Versus the alternatives

Workday Recruiting is the market-share incumbent among suite-bundled ATSs. Pick it when Workday is, or will be, your HCM. Oracle Recruiting is Oracle’s own path off Taleo, at a published $8 per employee per month on top of Fusion HCM Base. Pick it if you are already moving to Oracle Fusion HCM.

iCIMS is the best-known standalone enterprise ATS. Pick it over PageUp for corporate or high-volume hiring in the US, where its partner ecosystem is larger. SmartRecruiters, now owned by SAP, is the growing standalone option and the default for SAP SuccessFactors shops. Avature wins when you need a highly configurable CRM and ATS, and you have the admin team to run it.

For US state and local government, NEOGOV is purpose-built for civil-service hiring and job boards. For US higher ed, PowerSchool’s PeopleAdmin covers faculty search and tenure workflows. Shortlist one of them alongside PageUp.

Watch-outs

  • Taleo migration is a rebuild. CU says existing Taleo job alerts and past application materials will not move to PageUp, and its timeline runs from a May 2026 signature to a summer 2027 go-live. Guard: plan 12–15 months. Archive Taleo candidate records yourself to meet your retention schedule, and get a fixed-scope migration quote before you sign.
  • AI screening triggers audit and disclosure duties. Paige surfaces resume and assessment data used in shortlisting. NYC Local Law 144 requires a bias audit for automated employment decision tools used on NYC candidates, and Colorado’s AI Act (SB 24-205) covers high-risk hiring decisions. Guard: get the Warden AI audit results for the exact features you will turn on. Run your own adverse-impact check by job family, and confirm the disclosure obligations for your jurisdiction with counsel.
  • Private-equity ownership and escalators shape renewals. EQT has owned PageUp since 2024, and public contracts already show 5% annual escalators. Guard: cap increases in the order form, set the renewal term to match your planned HCM replacement, and write data-export rights in now.
